New Yangon Development Company (NYDC) has published an invitation to interested companies to submit Expressions of Interest (EOIs) to undertake feasibility studies and prepare pre-project documents for the development of certain infrastructure within the first phase of New Yangon City.
To be executed through a public-private partnership (PPP), the New Yangon City will be located on the west bank of Yangon River. The first phase will include five villages and townships, two bridges, 26km-long main roads, industrial zones, power plants, power distribution facilities and water and sewage treatment plants, and will cost over US$1.5 billion to construct.
This RFEOI concerns the following infrastructure assets to be developed in the city: power supply and distribution systems, a public transport system, cyber connectivity infrastructure, a municipal waste disposal system, natural gas supply and distribution systems and a convention centre.
NYDC is adopting a Swiss Challenge procurement model for the project. Following EOI submission, pre-qualified companies will be invited to participate in in-depth discussion with NYSC for selection to undertake preliminary works and feasibility studies. The selected proponent will prepare these pre-project documents at their own cost, then negotiate and enter into a provisional agreement with NYDC to undertake the project.
NYDC will then publicise the entire contents of the agreement and allow any qualified party to challenge the agreement with better terms. Should a second party submit a more attractive a proposal, the first party will be allowed to match the offer or forego, in which case the second party will be awarded with the contract.
The deadline for EOI submission is 28 February 2019. NYDC has not published a schedule for the procurement or implementation of the project.
