The World Bank Group has launched a project to support the identification and operationalization of business models through which private investment can be channeled into road safety projects (the Project).
The WBG intends to hire a consultant or consortium of consultants (the Consultant) to assist in the execution of the Project. Private capital for road safety could be mobilized through the traditional project and corporate financings provided to private entities implementing projects or developing products that contribute to safer roads (i.e. commercial financing for road concessions or sponsors of road projects, financing to subnational entities for the implementation of road safety projects).
Road Safety Projects are defined as interventions that have a tangible impact in reducing road crashes, fatalities, and serious injuries, either in urban or interurban settings. Road Safety Projects can be undertaken by public (i.e. subnational governments, public road operators, road safety agencies) or private entities and can take on various forms: (i) infrastructure (i.e., road infrastructure improvements, roundabouts, guard fences, vertical and horizontal signals, pedestrian bridges and footpaths, cycle lanes, median separation, roadside barriers, road markings, speed reduction devices); (ii) equipment (i.e., speed control cameras and radars and associated monitoring systems, control vehicles); (iii) facilities (i.e. buildings for control agencies, vehicle testing facilities); (iv) behavioral change interventions.
The objective of this project is to define viable business models/ structures for the WBG to originate and mobilize private investment into Road Safety Projects leveraging the sustainable finance (social bond) market and impact investing (Social Impact Bonds) as applicable.
The scope of work includes Business Model Evaluation, Market Sounding, Positioning of Road Safety, and Operationalization.
