The City of Winnipeg has been advised by the provincial government to pursue public-private partnership (PPP) procurement for the modernization of the North End Sewage treatment plant. The Committee has voted to appoint a single consultant to conduct a feasibility study for the project procurement on Design Build Finance Operate Maintain (DBFOM) model with a concession period of 30 years. The city will negotiate with Deloitte to conduct the market analysis and feasibility study at a cost of CAD 400,000 (US$ 331,326).
The estimated investment value of the project is CAD 1.8 billion (US$ 1.42 billion).
