The City of Wetaskiwin in Alberta, Canada has launched a request for proposals from potential partners willing to enter into a legal relationship with the City to assist with the implementation of the City’s required Wastewater Treatment Plant (WWTP) upgrade from lagoons to a mechanical system.
The City is seeking a business partnership with an organization that can demonstrate consistent goals and objectives based on the following criteria:
- Ensure that a cost-effective contract is achieved to design (optional), build (optional), partial finance, operate, and maintain the new wastewater treatment facility to meet the City’s desired level-of-service through a minimum 15-year concession period.
- The City will maintain an active role in the design and build process.
- The facility design must consider fiscally responsible for long-term operating and maintenance costs over capital costs.
- The design must meet all federal and provincial regulatory requirements.
- Maximize all sustainable and resiliency initiatives and look at operating reduction opportunities such as heat recovery, solar, etc. where practical.
- Limit utility rate increases to an inflationary level.
- Review options to include operations and maintenance of the City Water Treatment Plant (WTP), in addition to the WWTP, through the same term in a cost-effective manner. Thus overall water and wastewater operations and maintenance service.
The deadline for the submission of proposals is on August 13, 2020.
