The District Department of Transportation (DDOT) and the Office of Public-Private Partnerships (OP3) have issued the Request for Proposals (RFP) to three shortlisted teams for the DC Smart Street Lighting project. The District will partner with the selected company to modernize more than 75,000 streetlights in Washington, D.C. by converting to LED technology with remote monitoring and control capabilities.
The shortlisted offerors are the following bidding teams- Plenary Infrastructure DC, Meridiam Smart Solutions DC, and DC Smart Lighting Partners, selected during the Request for Qualifications process. The proposals should be submitted in early summer 2021, after which an evaluation and selection process will begin.
The selected private partner will design, build, operate, finance and maintain the project. The performance-based contract will be awarded for 15 years. The District will compensate the private partner in the form of milestone and availability payments based on project performance.
