The subsidiary of VINCI Construction France, ADIM Nord-Picardie, who has won the partnership contract for the reconstruction of the offices of the Nord departmental council in Lille, called "Le Forum" has financed the project.
Located at the foot of the Lille Flandres train station, the new Forum with 29,900 m² of floor space will bring together departmental services. This public-private partnership market launched by the Nord department will be partly carried out by Sogea Caroni, a subsidiary of VINCI Construction France.
The EUR84 million (US$93.8 million) project is funded by short-term and long-term debt facilities arranged by Credit Foncier and BPCE-owned Caisse d’Epargne Hauts-de-France. Equity came from the sponsor group of Mirova’s FIDEPPP2 fund (70%), CDC (24.9%), Vinci (2.5%), Groupe Duval (2.5%) and Dalkia (0.1%).
A mixed private real estate program of 30,200 m² will also be developed on the same property by ADIM Nord-Picardie including offices, shops and housing.
Work will begin in the spring of 2020.
