Vietnam to proceed with Ring Road No.4 PPP

Hanoi Party Committee in Vietnam has launched plans to build a 98-kilometer long ring road No. 4, which will connect three northern provinces of Hanoi, Hung Yen, and Bac Ninh in Vietnam. The road will go through 14 districts and connect the Hanoi metropolitan area, Vinh Phuc, Hung Yen, Bac Ninh, Hai Duong, Ha Nam, Hoa Binh, Bac Giang, Phu Tho, and Thai Nguyen. The authority will soon start a feasibility study for the project. 

There are two options for the construction of the project. The first one is to build a road without an overpass, which will cost VND105 trillion (US$ 4.56 billion), while the second option involves the construction of two bridges crossing the Red River with an estimated investment of VND135 trillion (US$ 5.86 billion). Due to high costs, Hanoi Party Committee considers mixed investment mechanisms of public investment, public-private partnership (PPP), and build-operate-transfer (BOT) for the project.
