The Victorian Government (Australia) has announced a multi million dollar plan to build 11 new primary schools through PPP model in Melbourne's growth suburbs.
This project is part o f the AU$500 million school capital package. The government is funding 12 new schools and expansions at a further seven schools as part of a AU$500 million boost to education infrastructure in the 2014-15 Victorian State Budget.
The project, which would be developed on a design, build, finance and maintenance (DBFM) basis, has an estimated cost of AU$191 million. Contracted companies would have to supply maintenance for 25 years, and will be paid quarterly over the life of the project. Schools proposed to form part of this PPP project are the following:
Expressions of Interest (EOI) from the private sector will open later this year. The 11 schools will be open across 2017 and 2018.
Using private sector investment to build public schools was initially trialled under the former government, which built 12 schools on 11 different sites, including Cranbourne East Secondary College, Derrimut Primary School, and Point Cook Prep-Year 9 College.
 This project was developed on a design, build finance and maintenance basis.
Under Labor's system, a private consortium, Axiom Education Victoria maintains and manages the buildings over a 26-year contract, while the government repays the costs in quarterly instalments.
