Veolia wins concession contract for multibillion district heating project in Uzbekistan

Veolia is awarded a 30-year concession contract for the operation, maintenance and management of the district heating system of the city of Tashkent, Uzbekistan

With more than 2.5 million inhabitants, Tashkent is the capital of the Republic of Uzbekistan as well as its largest city. It owns the biggest heating network, which supplies heat and hot water to some 1.2 million inhabitants, i.e. nearly half of the city’s population. The system comprises 1,926 km of pipes, of which 73% are underground. Veolia will be responsible for its operation with revenues of EUR1.36 billion (USD1.45 billion) over the contract’s 30 years.

This contract is the first of its kind in the country and relies on a public-private partnership.

Veolia will be responsible for operating and maintaining the urban heating network and hot water installations, assessing the state of these facilities, identifying necessary investments, funding the program of the operating assets, and project management. The first two years will be devoted to the first phase of modernization of the heating system in two of the city’s districts. The completion of the pilot project will trigger the launch of an ambitious modernization program covering the entire city.
