Rijkswaterstaat, part of the Ministry of Infrastructure and the Environment of the Government of the Netherlands has announced VEENIX consortium as the winner for the concession of A9 road Badhoevedorp - Holendrecht project. The project is part of Schiphol-Amsterdam-Almere (SAA) road. The VEENIX consortium consists of Macquarie Capital, Siemens, Count & Cooper, and FCC.
Rijkswaterstaat had received two final bids for the concession. The other bidding consortium, AmstelLink (Dura Vermeer, Besix, Hochtief, and John Laing), can still object the decision of authority until September 8, 2019. The final contract award will take place on September 9, 2019. The authority has made the decision on Best Price - Quality Ratio (BPKV) method, which is based on a combination of price and quality.
The consortium will be responsible for designing, building, pre-financing, and maintenance of the widening A9 road between the Badhoevedorp and Holendrecht junctions to four lanes per driving direction and construction of changeover lane. The maintenance period of the project is 14 years. The consortium will start working on the project in 2020 and expected to complete all the works until 2026.
The additional lanes will improve traffic flow and accessibility of the northern Randstad. The quality of the environment is also taken into account - at Amstelveen, the A9 will be laid over 1.3 kilometers and will include the development of three canopies: one at the height of the Old Village, one at the height of the City Center and one at the height of the Bovenlandpad. In other places along the road, there will be a total of fourteen kilometers of noise barriers.
The A9 Badhoevedorp - Holendrecht project is the 5th and final route of the Schipol-Amsterdam-Almere Road Extension.
