VEAT notice issued to modify existing contract for waste recovery and disposal services

Newcastle City Council has issued a Voluntary Ex Ante Transparency (VEAT) notice regarding a proposed modification to its existing contract with SUEZ Recycling and Recovery UK Ltd for waste recovery and disposal services. The original contract, awarded in 2001 following a 1999 tender, was valued at £90 million (in 2001 prices).

Key Details of the Contract Modification:

  • Extension Period: The contract is proposed to be extended by a minimum of two years, with a potential maximum extension of five years, setting a long-stop expiry date of 31 March 2031.

  • Legislative Amendment: A minor amendment is included to acknowledge anticipated legislative changes concerning the extension of the UK Emissions Trading Scheme to waste incineration.

The council is currently engaged in a procurement process, alongside six other local authorities, to appoint a long-term contractor for designing, building, financing, and operating an energy recovery facility for waste treatment and disposal. This interim contract extension ensures continuity of service for non-recycled waste management until the new facility becomes operational.
