Uzbekistan approves new legal framework for PPPs

The government of Uzbekistan has enacted a resolution on improving the procedure for the implementation of Public-Private Partnership projects. The resolution amends and clarifies Public-Private Partnership law adopted in year 2019. The new resolution provides detailed rules and procedures for the following matters:

  • initiation and development of a PPP project by either public or private parties;
  • selection of a private partner through tender or direct negotiations;
  • appraisal of a PPP project;
  • preparation of a PPP project concept;
  • monitoring of the implementation of PPP projects.

The new regulations do not apply to projects already under the tender process before April 27, 2020.
