The negotiations will start with the top-ranked firm, and in case of failure will be continued with the second one and so on. Once the contract is signed with one of the four firms, it will be responsible for the design, construction, financing, operation, and maintenance of a central energy plant to provide steam, chilled water and electricity to the University’s Gainesville campus and infrastructure ancillary.
