Miami-Dade County, located in south-east Florida, has shortlisted three bidding teams to proceed in the tender process for the development of a new civil and probate courthouse through a public-private partnership (P3).
A Request for Proposals (RFP) published in August 2018 attracted five responses. The three teams that are invited to respond to a second-stage RFP are:
The selection committee for the project scored the proposals received in the above order, with M-S-E receiving the highest score and the Sacyr-led team the lowest.
The two eliminated teams were a joint venture of Florida East Coast Industries and Hunt Development, and a consortium led by Fengate Capital Management.
