The NZ Transport agency has called a Request for Expression of Interest from consortia interested in the project. In addition, consortia registered before 12 December 2012 will be invited to attend a consortia market sounding session on 20 December 2012 in Wellington, NZ. Further stages of the procurement process will be by invitation to registered consortia only
