The Ministry of Culture, Tourism and Civil Aviation (MoCTCA) has proposed to develop the project either under a Public-Private Partnership (PPP) model or an Engineering, Procurement, Construction and Finance (EPCF) model. The proposals have been sent to the Ministry of Finance (MoF) and National Planning Commission (NPC) for approval. The government created a study team for the proposal in May 2017. It has built on the feasibility study for the project conducted by Korean firm LandMark Worldwide Company (LMW) in 2010. LMW suggested developing the airport under a Build-Own-Operate-Transport (BOOT) framework
