The Government approved in June 2015 a proposal for splitting the project into two components: one financed by the Government and the other executed under the PPP format. A 36-km-long section from Dau Giay to Xuan Loc District of Dong Nai Province will be funded by the State budget through loans from the World Bank. Its operation right will be sold to investors to recover investment capital.
