The French Ministry of the Environment, Energy and the Sea has released a PPP tender concession document for the project. The announcement follows a period of public consultation and debate concerning the suitability of the project. A public enquiry was conducted between 25 April and 17 June 2016 to assess the viability and benefits of the plan. It was ultimately approved at the conclusion of this process
