Tender Notice to develop two residential-led mixed use sites in Sheffield City Centre

Homes England has sought Development Partners with the requisite skills, expertise, resources, and creativity to deliver the comprehensive development of two significantly important and ambitious residential-led mixed-use development opportunities in Sheffield City Centre.

The development opportunities comprise two separate Lots. Following the initial selection stage, Homes England will shortlist three bidders for each of the following Lots:

  • Lot 1 Furnace Hill

Furnace Hill serves as a prominent northern gateway to the City Centre, bordered by major routes Hoyle Street to the west and Shalesmoor to the north. Shepherd Street forms its eastern boundary, while Meadow Street lies to the south. Covering approximately 2.57 hectares, the site is currently underutilized, featuring a mix of vacant land and disused or derelict industrial buildings. It has historical significance, housing both designated and non-designated heritage assets. These include the Hoyle Street Cementation Furnace, a Scheduled Monument and the only intact cementation furnace in Sheffield, and Don Cutlery Works, a Grade II Listed mid-to-late 19th-century metal works. Part of the site falls within the Furnace Hill Conservation Area.

  • Lot 2 Neepsend.

Neepsend is situated along the River Don, just north of the A61 and outside the ring road. It is bordered by Penistone Road to the west and Cornish Works to the south, with the Kelham Island neighborhood located beyond. Covering approximately 2.5 hectares, the site is primarily composed of vacant or derelict industrial buildings, alongside two operational facilities: the Wickes retail store and the Westpack industrial building. The area has significant historical value, featuring several designated and non-designated heritage assets. These include Cornish Works, a Grade II-listed structure that reflects the evolution of the cutlery industry in Neepsend. Additionally, Rutland Road Bridge and Insignia Works, both Grade II Listed, are situated adjacent to the site. The Kelham Island Industrial Conservation Area encompasses most of the site.
