The European Energy Efficiency Fund has launched a tender for advisory services for an upcoming energy efficiency and street lighting PPP in Barcelona, Catalonia, Spain.

The appointed Advisor will undertake three phases of work, including:

• conducting technical audits and validation; 
• performing economic and financial analyses, and 
• preparing tender documents.

They will also assist the Public Authority in evaluating bidder offers and providing legal advice until the signing of the ESCO contract. The scope of the proposals includes the completion of investment energy audits for 77 public buildings (including renewable energy installations), validation of public buildings infrastructure, investment energy audits for public street lighting (covering 2 municipalities with 7778 lighting points), validation of street lighting infrastructure, validation of biomass district heating facilities (including technical or economic feasibility studies), preparation of savings calculation and economic viability study, preparation of public tender documentation, and ongoing assistance during the bidder evaluation phase and contract signing.
