The Board of County Commissioners of Miami-Dade County, located in south-east Florida, has approved a resolution to cancel the existing P3 soliciation for the Civil and Probate Courthouse project, and launch a new hybrid P3 procurement process.
A preliminary schedule for the new procurement process sets out that a Request for Proposals will be published in two phases. A draft Phase 1 RFP will be published in July for industry review, followed by a final version in August 2018. A draft Phase 2 RFP will be published in December, initiating a period of negotiations with shortlisted proponents. The final Phase 2 RFP will be issued in April 2019, with bids due in August. This will enable construction of the courthouse to commence in July 2020.
The new procurement process will enable New Flagler Courthouse Development Partners, LLC (NFCDP) to compete, after its unsolicited proposal for the project was rejected. NFCDP was formed by Florida East Coast Industries and Hunt Development.
The four participants in the existing tender process will be allowed to continue bidding.
