Shortlist for US$ 1.3 billion road megaproject in the USA

Georgia Department of Transportation (GDOT) in the USA has shortlisted three teams for the US$1.3 billion State Route 400 (SR-400) express lanes project in Atlanta, Georgia. The project is a part of the larger Georgia Express Lanes network and is one of the Major Mobility Investment Program projects.

The shortlisted teams are:

  • a consortium of Acciona Concesiones, Shikun & Binui and John Laing;
  • a consortium of ACS (participates in tender though Dragados) in alliance with Itinera and Halmar, BBGI, and the local construction company Prince;
  • a consortium of Meridiam, Walsh Investors, Archer Western and GW Matthews.

The availability-based project features additional lanes along 16 miles of the SR-400, providing more reliable journey times between Atlanta’s northern suburbs and downtown. Under this project, two buffer-separated express lanes in each direction between North Springs MARTA Station and McGinnis Ferry Road and one buffer-separated express lane in each direction from McGinnis Ferry Road to McFarland Parkway will be constructed. Once completed, the new lanes will help to ease congestion and be free of charge to public transit, emergency and registered carpool vehicles.

The project will be delivered through a Public-Private Partnership (PPP) with GDOT and will be procured through a Design, Build, Finance, Maintain (DBFM) delivery model that includes a 35-year maintenance term and availability payments from GDOT.

The RFP is planned to be issued to the shortlisted bidders later this month. The final decision on the megaproject is expected in 2021. The contracting authority hopes to have the express lanes operational by 2027.
