Saint Lucia is seeking consultant to formulate transport policy

The Department of Infrastructure, Ports, and Energy (DIPE) in Saint Lucia has published a tender notice seeking consultancy services for the Formulation of an Integrated, Sustainable Road Transport Policy and Strategic Roadmap for Implementation.

DIPE is establishing the policy to move forward with Millennium Highway and West Coast Road Reconstruction Project. The project is being financed by Caribbean Development Bank (CDB) and United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF)

The consultancy will provide services to develop a multi-modal, integrated, sustainable transport policy with a main focus on the following areas:

  1. establishment of a multi-modal transportation system that reduces reliance on any single mode of transport and encourages walking and cycling and promotes energy efficiency and environmental sustainability
  2. integration of disaster risk management and climate resilience considerations
  3. integration of gender equality and social inclusion considerations, enabling environment (movement of persons and goods efficiently and safely)
  4. promotion of public and private partnerships
  5. a strategic roadmap for the implementation of that policy which makes provision for future road transport demands for Saint Lucia
