Rio Grande do Sul approves structuring of Prison PPP

The structuring of the prison PPP pilot project in the Rio Grande do Sul has been approved by the Government. The authority aims at building and operating a new penal complex composed of a medium-security penitentiary with a total capacity for up to 1,125 prisoners in Erechim.

The modeling will be structured by the BNDES in conjunction with the Ministry of Justice and DEPEN, Government of Rio Grande do Sul, in partnership with the Inter-American Development Bank, and will be carried out by a consortium led by - PWC.

The structuring of the studies is based on full respect for the Law of Penal Execution and for guidelines the valorization of criminal police, to dedicate themselves more and more to the surveillance function with a focus on intelligence and counterintelligence activities, as well as increasing efficiency units, through automation and the use of technology for operational activities.

The qualification of the policy originated from the demand of the Ministry of Justice, due to the diagnosis of a significant deficit of vacancies in the penitentiary system, the need to improve the installed infrastructure and the services provided, as well as the low capacity for social integration of the convicts.

At the end of the studies, the documents necessary for the auction will be ready to be submitted to public consultation, when interested parties may send suggestions to the privatization process.
