Rwanda Transport Development Agency (RTDA) has issued a Request for Qualification (RFQ) to select a Successful Bidder for equipping, operating and maintenance of ports on Lake Kivu.
The extensive Lake Kivu waterfront, covering over 2700 sq km along Rwanda's western coast, presents a significant opportunity for water transport development. Currently, public and goods mobility relies heavily on costly road transport, facing challenges due to hilly, curvy terrains prone to landslides and traffic congestion during rainy seasons. The study's main goal is to establish a high-speed passenger and cargo transport system on Lake Kivu, initially connecting main Rwandan centers like Rubavu, Karongi, and Rusizi. Subsequently, the aim is to facilitate cross-border trade by establishing new routes directly to the Democratic Republic of Congo (DRC).
The chosen Bidder will oversee port operations at Rubavu, Nkora, Karongi, and Rusizi. The Rwandan Government will manage ferry services through a third party. Construction is underway for Rubavu and Rusizi, while Karongi & Nkora are in the design and expropriation phases. Tendering for their construction partner will follow. The Bidder must propose the lowest user charges, approved by Rwanda Utilities Regulatory Authority (RURA) and the Government, for port use.
