The Ministry of Finance (MOF), in coordination with the Ministry of Commerce, Industry and Investment Promotion (MOCIIP) has issued a Request for Proposal (RFP) for the design, financing, development and operation of a mixed-use precinct containing a new landmark MoCIIP Headquarters building in Muscat, Oman.
The current offices occupied by MoCIIP are outdated and no longer meet contemporary standards. MoCIIP needs a new, modern headquarters building that can be designed and developed to cater to both present and future Ministry requirements. The project's objectives for MoF and MoCIIP include creating a fully integrated, sustainable, and commercially focused precinct. The primary goal is to construct a new HQ Building for MoCIIP, with the site also accommodating the MoCIIP building, covering an area of less than 30,000 m2, intended to house all ministry and departmental staff.
Several key design outcomes have been identified for the site, including the development of a fully connected precinct that seamlessly integrates with the existing Oman Tourism College and surrounding roadways, incorporating shading and protection for walkways. Additionally, the plan involves creating a pedestrianized, landscaped outdoor boulevard with restaurants and retail establishments to provide a vibrant, inclusive, and activated experience throughout the day and night. The Master Developer is tasked with delivering the MoCIIP HQ and, ideally, a mix of elements, including residential accommodation, short-stay apartments (including a hotel), retail spaces, and commercial and office facilities.
