RFQ issued for highway PPP in Denver

The Jefferson Parkway Public Highway Authority (JPPHA) has issued a Request for Qualifications (RFQ) for the design, construction, financing, operation and maintenance of a 9.2-mile long, four-lane limited access toll highway in Denver, the state capital of Colorado, located in the west of the USA.

The highway, known as the Jefferson Parkway, constitutes the last unbuilt segment of the metro Denver beltway. JPPHA intends to commence construction of the project in 2020.

The project shall include intelligent transportation systems (ITS) infrastructure, active traffic management (ATM) and related equipment which, at a minimum, are anticipated to include fiber optic conduits and cable interconnections.

The deadline to submit Statements of Qualifications (SOQs) is 6 December 2018. Following this, JPPHA will evaluate the submitted SOQs and shortlist no more than three respondents. These shortlisted proposers will then be invited to respond to a Request for Proposals (RFP).

JPPHA has retained Ashurst LLP as external legal counsel for the project.
