RFQ issued for 800-bed hospital development project in Fergana region

The Government of the Republic of Uzbekistan (GoU), through the Ministry of Health (MoH) and the Ministry of Economy and Finance (MoEF), has planned to undertake a Public Private Partnership (PPP) project for the design, construction, supply, and installation of equipment, capital financing, and facility and equipment maintenance of an 800-bed hospital in Fergana oblast.

The MOH and the MOEF engaged the International Finance Corporation (IFC), a member of the World Bank Group (WBGe), acting through its Advisory Services division, as its lead transaction advisor. The MOH and the IFC Advisory are assisted by a team of international and local experts to deliver the tender, PwC as Technical advisor and Dentons as Legal Counsel. The Tender will consist of two stages: 

  • Prequalification stage: At this stage, the Tender Commission will collect and evaluate PQ Applications, only to confirm the qualification of the Bidders.
  • Tender stage to financial close: This stage includes issuance of the RFP to the Prequalified Bidders, investors’ conference and site visits, access to additional Project information to support Project due diligence by Prequalified Bidders, receipt and evaluation of the Proposals from Prequalified Bidders, selection of the Winning Bidder and/Reserve Winning Bidder, and conclusion of the PPP Agreement.

The Bidders are entitled to submit the PQ Applications from the date of publication of this RFQ until 6:00 p.m. Tashkent time, on December 9, 2024. For additional details about this tender, please visit our Business Opportunity page here
