The Maryland Department of Transportation (MDOT) and the Maryland Transportation Authority (MDTA) have issued a Request for Qualifications (RFQ) for preliminary development activities for Phase 1 of the I-495 & I-270 Public-Private Partnership (P3) Program.

The Phase 1 solicitation will select a Phase Developer for a managed lanes system on I-495 beginning near the vicinity of the George Washington Memorial Parkway in Virginia to I-270 in Maryland, including a new American Legion Bridge, and on I-270 between I-495 and I-70 and for regional transit service improvements for the affected counties within the corridor. The selection of a Phase Developer will create a collaborative environment between MDOT, MDTA, the Phase Developer and local community stakeholders to develop design concepts and further avoid, minimize and mitigate potential impacts to the environment.

The RFQ phase will identify the teams most highly qualified to provide preliminary development activities and the potential future improvements. The shortlist of most highly qualified proposers will be identified by Summer 2020, at which time the Request for Proposals (RFP) phase will move forward. The RFP phase will conclude in Spring 2021 with the selection of a Phase Developer. The RFQ contains a more detailed list of key dates during the solicitation process.

The I-495 & I-270 P3 Program is a historic effort to reduce congestion for millions of Maryland drivers by seeking input from the private sector to design, build, finance, operate, and maintain improvements on both I-495 and I-270. The project is the largest initiative of the Maryland Department of Transportation (MDOT) Traffic Relief Plan. MDOT announced the Traffic Relief Plan to reduce traffic congestion, increase economic development, but most importantly, enhance safety and return quality of life to Maryland commuters. The improvements in the I-495 and I-270 corridors will consider transformative solutions to address congestion along these highways in Montgomery, Prince George’s, and Frederick Counties.
