
The Knik Arm Bridge and Toll Authority (KABATA) has issued a
Request for Qualifications to Design, Construct, Finance, Operate and Maintain the Knik Arm Crossing through a Public-Private Agreement.
The Knik Arm Bridge and Toll Authority (KABATA) released an RFQ in December 2006 for the bridge, which would connect Anchorage to Mat-Su Borough. At that time this bridge was expected to cost over $600 million. Two groups submitted statements of qualification for the project. The first group was led by Bougyues Travaux Public and URS Corporation, and the second by Macquarie and Kiewit. The project was cancelled because banks did not want to finance a project based on toll revenues.
This time the project has been structured as availability payment model. Industry leaders as
HDR,
Wilbur Smith Associates, and
Citgroup are advising KABATA with cost estimation, revenue estimation and financial planning.

Deadline to submit Statement of Qualifications in response to RFQ: September 15, 2011 at 4:00pm.
KABATA expects to short list qualified bidders by the middle of October 2011, followed by issuance of a Request for Proposals (RFP) at the end of the first quarter 2012. The project schedule anticipates financial close (FC) in time for the 2013 construction season.
