The City of Dover, located in Delaware, eastern USA, has launched a Request for Proposal (RFP) for the development, design, construction, financing, operation, and maintenance of a parking facility, implementation of a parking metering system, and commercialization of an area located in the downtown region of the city.
The parking facility will accommodate up to 400 parking spaces for transportation use. The metering system will cover on-street and off-street parking on streets throughout Dover. Proposals will also be accepted for the right to develop retail, housing, lodging or other services and/or facilities on the commercialization site. The City government currently contemplates a three to four story mixed-used building, including potential residential space.
Proposers may submit proposals for only the parking project or only the commercialization activities, or for both the parking project and the commercialization activities together. Each of the parking project proposals and the commercialization activities proposals will be evaluated separately.
