RFP issued To Redevelop Kosi bay tourism resort in the isimangaliso wetland park

Isimangaliso WETLAND PARK AUTHORITY has issued an RFP to redevelop the Kosi Bay tourism resort in the Kosi Bay section of the Isimangaliso Wetland Park, located in the uMkhanyakude District Municipal area, KwaZulu-Natal province coastline, South Africa.

The selected operator will be responsible for designing, financing, constructing, operating, and maintaining tourism facilities, including accommodation and associated infrastructure. The redevelopment should deliver an attractive 4-star resort and tourist destination, energy-efficient facilities of Green Star South Africa (GSSA): Existing Building Performance (EBP) 3–4-star rating target or similar; low operating, maintenance and life cycle costs. The Project Contract Term is 20 years, including a development period of 1 year at most and an operations period of 19 years. iSimangaliso is seeking proposals via this RFP for the redevelopment of the Kosi Bay resort. Interested private parties are expected to present proposals that highlight substantial risk transfer, deliver value for money, and offer innovative approaches. The goal of the redevelopment is to attract major investment that will enhance and expand the existing on-site infrastructure. At a minimum, the proposed redevelopment must include upgrades to the current infrastructure and facilities.

The key strategic goals of the Kosi Bay redevelopment PPP project include:

  • Ensuring full compliance with the World Heritage Act and all relevant health and safety regulations.

  • Promoting efficient and effective use of the project site.

  • Enhancing the resort’s appeal to attract more tourists and extend their stays.

  • Accelerating the redevelopment of the resort’s infrastructure and amenities.

  • Increasing tourist footfall in the area.

  • Driving higher revenue generation within the Park.

  • Upgrading facilities to support educational interpretation and enrich the visitor experience.

  • Creating a more enjoyable and engaging destination that contributes to park income.

  • Transforming the site to offer upgraded, 4-star lodge-standard accommodations.

  • Supporting the Park’s broader conservation management objectives.
