RFP issued seeking financial advisory for Floyd Hill to Veterans Memorial Tunnels Project

High-Performance Transportation Enterprise (HPTE) in Colorado, USA has launched a request for proposals seeking financial advisors for the I-70 Floyd Hill to Veterans Memorial Tunnels Project. The purpose of the I-70 Floyd Hill to Veterans Memorial Tunnels Project is to improve travel time reliability, safety, and mobility, and address the deficient infrastructure on westbound I-70 through the Floyd Hill area of the I-70 Mountain Corridor. The Project is located on I-70 between milepost (MP) 248 (just east of the Beaver Brook/Floyd Hill interchange) and Exit 241 (Idaho Springs/Colorado Boulevard, west of the Veterans Memorial Tunnels). It is located mostly within Clear Creek County, with the eastern end located within Jefferson County.

The authority is seeking a consultant to provide traffic and revenue services, financial advisory services, and public meeting facilitation. The scope of works includes the following tasks:

  • Meeting facilitation with the CE subcommittee (three to four meetings);
  • A pragmatic or lower cost Level 2 Traffic and Revenue Study on each option identified by the CE Subcommittee (and associated data collection);
  • Corridor and Tolled Express Lane Network Traffic Modeling;
  • Assisting the HPTE with applications to either the Interstate System Reconstruction and Rehabilitation Pilot Program or the Value Pricing Pilot Program (depends on results of the study);
  • Assist the HPTE with applying for federal transportation grants like INFRA or BUILD (depends on the availability of such grants);
  • Develop preliminary financial models to assess the viability of each funding option identified by the CE subcommittee, and based on different project delivery methods, i.e. DB, DBFOM, CM/GC;
  • Aid in the development of stakeholder presentations.
