The West Virginia University on behalf of its Board of Governors has initiated a Request for Proposal (RFP) stage for the design, development, construction, financing, operation and maintenance of one or more plants that will provide steam (and potentially other utilities) to the University’s Morgantown, West Virginia campus, USA.
The selected Energy Partner will be responsible for designing and constructing the Steam Plant, including any necessary new connections and tunnel infrastructure, in compliance with the Technical Requirements and all relevant federal, state, and local regulations. They will also be tasked with connecting the Steam Plant to the University's existing piping and tunnel infrastructure and managing its operation and maintenance throughout the Project Agreement term, following all applicable laws. Furthermore, the Energy Partner will be required to provide the full financing for the Project. However, the University retains the right to fund specific aspects of the Project at its sole discretion. The Energy Partner will coordinate and lead work with government agencies and stakeholders throughout the Project. The University will support and assist the Energy Partner in these efforts.
