The Bureau of Corrections, an executive agency under the Government of the United States Virgin Islands, has issued a Request for Proposals (RFP) for the design, build, finance and maintenance of the new Alva A. Swan Correctional Annex on St. Thomas.
The PPP project includes the construction of the facility to be used primarily as housing pre-trial detainees in and for the territory of the Virgin Islands. The selected private sector participant will be responsible for the procurement and delivery of the project. The term of the contract consists of a financing period of up to three months following the date of the contract, a design and construction period of approximately 29 months, and 20 years of operation from the date of Substantial Completion.
