The East County Advanced Water Purification has issued a Request for Proposals seeking a developer to deliver a Biogas energy recovery PPP project in East County, California, USA.

The project involves the development of Biogas energy recovery facilities to treat Biogas produced by the solids handling facilities (SHF) at the East County AWP plant. The scope of work also involves a combined heat and power (CHP) plant.

The project is divided into four phases. These are as follows:

• Phase 1A:  Preliminary feasibility and economic analyses, conceptual design and pre-construction services appropriate to define and evaluate the project elements, HSW Market Analysis, and Biogas storage feasibility analysis;
• Phase 1B: Further progression of design development and pre-construction services from Phase 1A, including completion of engineering and design and the ERC to develop a non-binding proposal and commercial terms that includes a Contract Price, scope of work, and project schedule for Phase 2 and 3;
• Phase 2: Final design, construction, commissioning, start-up and acceptance testing services to complete the Package;
• Phase 3: O&M of the Facilities and commercial operations of High strength waste (HSW).
