Infrastructure Ontario (IO) and the Ontario Ministry of Transportation (MTO) have closed the Requests for Proposals (RFP) stage for the QEW Garden City Skyway – Bridge Twinning project in the Regional Municipality of Niagara, Canada.

The following teams have submitted their proposals by the deadline: Garden City Connectors, Peter Kiewit Sons ULC, Skyway Bridging Partners, and SkyTwin Partners (formerly AtkinsRealisMajor Projects Inc.). The top-ranked team will enter a Development Phase, expected to start in Spring 2025.

The project includes the construction of an approximately 2.2-km long 'twin' Garden City Skyway bridge across the Welland Canal and connecting St. Catharines and Niagara-on-the-Lake. The scope of work includes:

  • Construction of a 2.2 km twin Garden City Skyway bridge connecting St. Catharines and Niagara-on-the-Lake.
  • Widening the QEW on approaches to the new bridge.
  • Realignment of local roads.
  • Construction of pier protection systems, retaining walls, and stormwater management ponds.
  • Relocation of affected utilities

Upon completion of the bridge, traffic from the existing bridge will be temporarily switched onto the newly constructed bridge to allow for the rehabilitation of the existing Garden City Skyway bridge (under a separate contract).
