The Civil Aviation Authority of Afghanistan has launched Requests for Expressions of Interests (RFEOI) for the development of a new international passenger terminal, an air cargo terminal, an export processing zone, a hotel and convention centre at Hamid Karzai International Airport (HKIA) in Kabul.
The private partner selected to develop the passenger terminal will be responsible for construction, maintenance and management of the terminal building, providing facilities to stakeholders (including airlines, customs, security, etc.). They will also manage security services and maintain all security equipment; provide full maintenance of all transport equipment and vehicles within the passenger terminal; manage concessions of retail service providers and potentially airport parking. Similarly, the contract for the air cargo terminal will include management of storage facilities, cargo processing activities, such as customs clearance and loading/offloading to and from aircraft, and screening, inspection, storage and examination services of all goods. Export Processing Zones (EPZs) are land parcels on which, in exchange for incentives, investors conduct operations that they would otherwise conduct outside of the host country. The selected private partner will construct Export Processing Zone infrastructure within the secure airport zone in collaboration with future tenants. The private partner organization will maintain all of the facilities, but retain the services of a qualified EPZ operator to manage the day-to-day operations. Located within the secure airport zone, the hotel and convention centre is intended to provide a hub for economic activities for the business community, including both short-term (minimum 150 rooms) and long-term (minimum 50) residential accommodation. The hotel will also provide a shopping area for the locals as well as visitors and have recognized restaurant franchises providing high quality food and entertainment.
