The Ministry of Healthcare in Kazakhstan with European Bank for Reconstruction and Development (EBRD) has launched a request for expression of interest seeking a technical consultant for design, Build, Operation, and Maintainance of six hospital projects in cities of Kyzylorda, Kokshetau, Kostanay, Taraz, Pavlodar, and Atyrau.
The project is part of the Hospitals Modernisation Programme, which envisages constructing up to 19 new hospitals to replace 40 outdated existing facilities and upgrading Kazakhstan’s bed capacity by up to 50%.
The consultant will provide the following services for all six hospitals:
- Data Gathering - identifying the catchment population, developing an in-depth understanding of population’s demographic composition (and how this is likely to change over the coming years), identify the current clinical model and the workforce requirements to deliver the current model of care. From the data retrieved, the Consultant is to identify key issues, barriers and enablers relating to current service delivery, as well as opportunities for improvement and potential alternative approaches to service delivery.
- Healthcare Needs Assessment – the collected data will be used to generate information on the specific hospital healthcare services requirements and the hospital’s optimal workforce composition. The components of the Healthcare Needs Assessment are to be as follows: Healthcare Needs Assessment for the region’s population; Clinical Model for the region based on the Healthcare Needs Assessment, incorporating international best practices; Patient Pathways for healthcare treatment as part of the Clinical Model; Workforce Model for the hospital, detailing how these clinical pathways will be delivered and by whom; Service Model for the hospital, detailing how the Clinical Model will be operationalized; Hospital Functional Specification – prepare a document, defining the new hospital’s infrastructure (size and nature) and healthcare equipment requirements, that will form part of the tendering documents for the PPP and DBOM procurement process for the six hospitals during this first phase.
