The Government of Jordan (GoJ), through the Ministry of Digital Economy and Entrepreneurship (MoDEE), has issued a request for expression of interest seeking legal advisors for the National Broadband Network (NBN) Project. The NBN aims to provide 4,200 public sites, including 3,000 schools and 1,200 healthcare centers and governmental entities across the Kingdom with fixed-broadband connectivity through fiber optics, allowing access to high-speed internet. The current NBN infrastructure comprises 2,000km of backbone network connecting the Kingdom's main cities and 3,600km of access networks.
The authority has appointed the International Finance Corporation (IFC) as a Lead Transaction Advisor. The IFC team would conduct a legal, technical, commercial, financial, environmental and social (E&S) review of the Project.
The legal consultant will help IFC to conduct a detailed legal due diligence to assess the applicable legislative and regulatory framework and determine the best options to structure the Project (Phase 1); help market the project to potential investors, prepare legal inputs to pre-qualification and tender documents, and assist in the negotiation as well as in evaluating and selecting the winning bidder (Phase 2).
The deadline to submit the interest is December 19, 2019.
