The World Bank Group has launched a request for expression of interest (RFEOI) seeking Kindergartens Sector Advisor for public-private partnerships (PPPs) in Belarus. The advisor will provide the following services in two phases.

• Phase 1: Adapt the documentation (concept note, financial model, draft PPP agreement) to produce templates applicable to kindergartens structured as PPPs, using four kindergarten sites as specific examples. Arrange a PPP study visit to Russia for the Belarusian Project stakeholders.
• Phase 2: If the Project is approved according to the Belarusian law, arrange a visibility event (road-show) for investors in Minsk. Subject to the agreement of the proposal documentation by the state bodies concerned, assist the Contracting Authority and the MOE to prepare a legal act to authorize implementation of the PPP project according to the Belarusian law, provide advisory services to facilitate procurement for the Project and arrange a 2-day workshop with the MOE, the Contracting Authority, and NAIP officials to discuss policy decisions and risk transfer issues.
