Public-Private Partnership Authority of Bangladesh has launched a request for expression of interest (RFEOI) seeking a transaction advisory for the Dhaka Outer Circular Road concession. The road will help ease the traffic conjunction in Dhaka metropolitan area and improve the road network in the area.

The transaction adviser will provide the following services :

• Review the existing feasibility study and develop at least 3 best PPP structures based on a risk matrix and financial model as well as review and update the capital cost;
• Develop commercial terms and bidding documents for a concession contract;
• Prepare detailed development plan and strategy for implementation of procurement documents;
• Carry out pre-bid meetings, bid opening sessions, evaluation of bids, negotiations and support the selection process of the private partner;
• Update the financial model and risk matrix;
• Support the authority in achieving financial close for the project.
