The International Finance Corporation has launched two requests for expression of interest (RFEOI) seeking a technical and a legal consultant for the Sihanoukville Port Logistics Complex Project. The project is envisioned to provide integrated, various modern value-added logistics services largely for goods/cargo transiting through the port of Sihanoukville. In the long-term, the facility is expected to function as a hub linking with other complexes and satellite facilities to be developed under the government's program.
The technical consultant will provide technical support during due diligence, transaction structuring and tender process implementation. The scope includes support in all technical, economic and E&S aspects of the project, including technical and economic due diligence, E&S scoping study, assessment of the viability of the Project, recommendations on the Project scope definition, development of the Project technical design specifications, technical inputs for the tender documents and throughout the bid process, support in local and international consultations and marketing efforts relating to the Project. The legal consultant will provide support all legal aspects of the Project, including legal due diligence, preparation of tender documents, drafting the PPP agreement and/or other transaction documents, and conducting a fair and transparent tender process.
