The Government of the Republic of Uzbekistan has launched a request for expression of interest seeking private developers for Tashkent district heating (DH) project. The scope of works involves operation, maintenance, and modernization of DH network of Tashkent City which is currently by the State Unitary Enterprise TashTeploEnergo (TTE).

The private partner will provide:

• transfer of the Facilities, equipment and materials to the Private Partner for O&M;
• Employment of the necessary staff from TTE;
• Take-over of the customer database and re-execution of customer contracts within a reasonable timeframe;
• Renegotiation of main utility supply contracts on back-to-back conditions with the PPP Agreement;
• Joint execution of the investment program by the Public and Private Partners

On May 25, 2020, Veolia Central & Eastern Europe SA (Private Initiator) has delivered an unsolicited proposal (USP) with an accompanying Project Concept Form (PCF) to the Tashkent City Municipality (TCM) for Public-Private Partnership (PPP) modality.
