The National Highway Authority (NHA) in Pakistan has launched a request for expression of interest seeking a private developer for the construction of Hyderabad-Sukkur Motorway. The motorway is a section of Peshawar-Karachi Motorway (PKM), a high speed, controlled access, 6-lane modern motorway system.
PKM forms part of trade corridor linking ports of Karachi and Gwadar with China, Afghanistan and Central Asian States. The general alignment runs parallel to the National Highway N-5), which connects main population centres and carries major portion of freight traffic of Pakistan. All the segments of PKM have either been completed or awarded for construction except the Hyderabad-Sukkur Motorway link.
Hyderabad-Sukkur motorway will be 306 Kilometre long with 6-lanes and limited access facility. The project will be procured on a Build-Operate-Transfer (BOT) basis under the Public-Private Partnership (PPP). Under BOT arrangement the successful bidder will be responsible to design, finance, construct, operate, maintain and transfer the project to authority at the end of the concession period.
The concessionaire will have the right to collect tolls from the vehicles as well as generate revenue from the service areas and commercial use of the right of way of the road. The financial viability and bankability of the project will be increased from a cross-subsidization of toll revenues of recently completed Multan-Sukkur Motorway (M-5) for a limited amount of time. The Concessionaire shall be responsible to operate and maintain M-5, accordingly. The Project details shall be elaborated in the Request for Proposal (RfP).
NHA is soliciting interest from domestic and foreign companies and consortia having experience and capability of financing, designing, constructing, operating and maintaining roads/motorways projects.
NHA will issue RFP of the Project to the pre-qualified party(ies) only.
