The World Bank has issued a request for expression of interest (RFEOI) seeking a technical consultant for PPP Framework Review and Harmonization in Economic Community of West African States (ECOWAS) region.
The objective of this consultancy is to understand the impediments to do regional projects within PPP frameworks in the ECOWAS Member States and seek remedies to such impediments. This consultancy will include a review of the PPP frameworks in the ECOWAS Member States including any provisions that impact the ease of doing regional projects; recommendations on harmonizing these national frameworks to enable and facilitate regional projects, among others; dissemination of the reviews findings and recommendations through stakeholder consultations. The process will culminate in a harmonized and integrated Regional PPP framework which includes a Regional Policy and Guidelines to govern public and private financing arrangements for infrastructure projects and related transactions.
The deadline to submit the interest is January 23, 2020.
