RFEOI issued for Broadband PPPs in Philippines

The International Finance Corporation (IFC) has been approached by the Government of the Philippines, through its Department of
Information and Communications Technology, to explore PPP structures and procurement options with the aim to accelerate the implementation of its broadband infrastructure investment plan.

This plan is part of the National Broadband Program, focused on addressing critical market failures that have left about 60% of households in the country without internet access. IFC has issued two requests for expression of interest (RFEOIs) to select an international technical consultant and legal consultant for the following scope of tasks:

  • Technical consultant with expertise in telecommunications, particularly in the field of broadband systems and services to provide technical support for the due diligence process. This support relates to all technical, commercial, market, financial, Environmental & Social aspects of the Study in relation to developing PPP business cases.
  • Legal consultant with experience in PPP development and procurement in both developed and emerging market settings, and in telecommunications. This support relates to the legal, institutional and regulatory due diligence in relation to developing PPP business cases.
