Reuters has informed that five consortia have submitted qualification documents:
- Vinci Concessions Holding (France)
- Koc Holding, UEM Group Berhad (Malaysia), and Gozde Girisim Sermayesi Yatirim Ortakligi (PE firm)
- OHL (Spain) and Zorlu Holding
- Autostrade (Italy), Dogus Holding and Makyol Insaat Sanayi Turizm
- MV Holding, Nurol Insaat, Fernas Insaat, Kalyon Insaat Sanayi and Alsim Alarko Sanayi Tesisleri
