The Department of Transportation and Infrastructure has concluded the Request for Qualifications (RFQ) process for the replacement of Her Majesty’s Penitentiary in Newfoundland and Labrador, Canada.
New Avalon Corrections Partners, a consortium led by Plenary Americas and PCL Investments, emerged as the sole bidder. The subsequent step involves New Avalon Correctional Partners submitting a proposal outlining their plan to design, construct, finance, and maintain the new facility. The existing facility, portions of which trace back to 1850, frequently grapples with issues such as rodent infestations and inadequate heating and cooling systems. Staffing shortages have led to disruptions in programming and recreational activities, resulting in inmates being confined to their living quarters for extended periods. To address these challenges, the province has earmarked CAD 15 million (US$ 10.8 million) over the next two years for infrastructure upgrades, which include the establishment of new outdoor recreational areas and the provision of trailers for programming purposes.
