Residents of the city of Regina, the capital city of the Canadian province of Saskatchewan, voted last week in favour of a public-private partnership funding model in Wednesday's wastewater treatment plant referendum.

Just over 57 per cent of the more than 49,000 people who took part in the referendum voted "no" in favour of the P3 approach.The Private Partnership (P3) model will consist of a Design-Build-Finance-Operate-Maintain contract  to upgrade Regina wastewater treatment plant. When completed, the new facility will be capable of processing a flow rate of 92 million litres of wastewater per day and better prevent contaminants from entering Saskatchewan's waterways.The project has an estimated investment amount of C$224.3 million.The Request for Qualifications was opened on 14 May 2013, and the closing date was on 25 June 2013.The P3 Canada Fund announced in June that it will invest up to C$58.5 million to support the construction of the City of Regina's new Wastewater Treatment Plant.
